• Their commitment to Somaliland’s governance and institutions.

While the peace conference included most local communities, the Dhulbahante clan — one of the key clans inhabiting parts of Ceerigaabo and the broader Sanaag region — did not attend the summit. Their absence was noted as a challenge to achieving a fully inclusive peace agreement.
